How can you tell if someone is high on weed?

This is a new thing going on, but I play bingo with a group once a week and it has recently had a stench of marijuana. I dont know why and its never smelt like this before is there a way I can pin-point who is high of weed and the culprit of the smell.

You might be able to identify if someone is high off weed by paying attention to mannerisms like a permanent smile and such.
