If a Veteran was placed in Catherine Hamilton by the VA..??? Can the Vet sign himself out..? Can I take him out ?

He's old getting soft in the brain.. too old to be there with amount of care needed..he fell & fractured his back..needing even more care from staff that isn't prepared nor do they want to deal with him. They're being rude, disrespectful, and yelling at a 76 year old man ??? Not Cool
