I’ve been living back at home and overheard my parents arguing and my mom yelled at my Dad over his “narcotic abuse”. What did she mean?

Narcotic abuse is normally when a person is harming themselves or other people because of their drug use. Your Dad may have been prescribed these drugs or taken them illegally, but clearly there is something that is upsetting your mom in his use of them.
