What is a functioning drug addict?

I just started this new office job, and Jane is showing me around and called one of our co-workers a functioning drug addict and she laughs. The problem is I don’t want to laugh because i’m not really sure what that means.

I hope for the co-workers sake it is just a joke, and perhaps thats why Jane is laughing when she says it. A functioning drug addict is someone who is addicted to drugs but can still function like a sober person while high.
