My neighbor is addicted to pain pills, and she is mentally unstable, are the two connected or is just so happen that she is mental and has a drug addiction.

No but it can lead to a co-occuring mental disorder which could be the case with your neighbor or she could have had a psychological disorder before she began her abuse
